This is the water powered lift. Before someone does a bungy jump, they lower a guy down with the lift to the raft sitting on the river below. Then they bring the lift up and the person does their jump. After they're through bouncing, they are lowered down to the river and unhooked from the bungy. The rope is brought up, the lift is lowered down, and both people are brought up on the lift. It's pretty slick.
